摘要： 火力发电企业实施综合计划管理，将战略规划和具体实施计划联系成一个有序、有继承性的协调整体，注重整体资源的最佳配置和过程管理，使管理目标集中，并能有效规避风险。它使火电企业的经营发展方向稳定，决策上能够连续，确保企业经营战略目标的最终实现，对于火力发电企业的经营发展起到十分重要的作用。本文首先介绍了我国火力发电厂在国家进行电力体制改革后的发展情况和内部的职能划分情况，具体分析了现行的火力发电厂的计划管理模式及存在问题，在此基础上探讨了火力发电企业采用综合计划管理的模式，将企业的市场预测、综合计划、全面预算、综合统计与经济活动分析相结合，形成“四位一体”的综合计划管理模型框架。然后将框架结构运用到火力发电企业的具体生产经营过程中，设置综合计划流程图，并提出火电企业实施综合计划管理模式所需要的条件。
Abstract： The thermal power enterprises implement integrated planning management， combine the strategic plan and implementation plan into an orderly， hierarchical coordination group， pay attention to the best allocation and process management of the whole resources， centralize the management objectives， avoid risks effectively， stabilize the operation and development direction of thermal power enterprises， and enable continuous decision-making to ensure the final implementation of business strategy goals of the enterprises， which plays a very important role for the business development of thermal power enterprises. This paper firstly introduces the development situation and internal function division of the thermal power plant after the electric power system reform in China， and analyses the problems existing in the planning management mode of thermal power plant in detail， and on this basis， the integrated planning management mode used in thermal power enterprise is discussed， and combined with the analysis of the market prediction， integrated plans， comprehensive budget， integrated statistics and economic activities， "four-in-one" integrated planning management model framework is formed， and then this article applies the frame structures into the specific process of production and management of thermal power plant， sets up comprehensive planning flowchart， and puts forward the conditions needed to implement integrated planning management model of thermal power enterprises.

0 引言
①选题背景及意义。随着“厂网分离，竞价上网”模式的展开，发电市场竞争日趋激烈，市场化程度也不断加深，火力发电企业的管理模式也需要随之而变化，才能更好地适应更复杂的市场环境。
火力发电企业的生产过程极其复杂，严格的过程控制和可靠性、稳定性都决定了它的管理应该超越于一般企业的管理模式，它的产、供、销的链式模式，适用于先进的系统化管理方法。在这其中，火力发电企业的计划及其管理具有重要的关键作用。
现行的火电生产计划还停留在传统的计划管理模式上，它是以生产为主要导向，单一而静态的管理模式，各职能部门之间的信息交流比较少，造成资源的不合理运用，给企业的生产运营成本带来一定负担。这种管理模式更注重的是专业计划，即专业效果最优而不是企业整体效益的最大化。总的来说，现行的计划管理模式已经很难适应市场经济体制的不断改革和企业内部的发展需要，所以需要一种全新的计划管理模式。
综合计划管理这种新型管理模式，是一种高效而系统的计划管理模式。它是以企业经营为主导，将综合计划、全面预算、综合统计、经济活动分析和完善的绩效考核制度相结合，形成一个动态的闭环系统。整个管理过程灵活而紧凑，各职能部门之间信息可以及时交流，相互之间的勾稽关系和逻辑关系能够得到很好的协调，资源能够有效利用，可以极大地提高生产管理效率。
